Step 1: Please go to the below link and select "Looking for previous GA versions?"
https://dev.mysql.com/downloads/installer/

Step 2: Select 5.7.31 from the version drop-down and download mysql-installer-community-5.7.31.0.msi installer.

Step 3: Select "No thanks, just start my download." to download the installer.

Step 4: After completing the download install it.
